Thousands of litres of whisky flushed down drain in Dumbarton

Thousands of litres of whisky have been flushed down the drain by accident at a bottling plant in Dumbarton.
It is understood the mix-up happened at Chivas Brothers during the night shift on Tuesday while equipment was being cleaned.
Instead of draining away waste water, the workers on duty somehow flushed out thousands of litres of bulk whisky.
The smell was so strong that sewage workers reported it.
Chivas Brothers - which employs 600 workers at the plant and produces the world's second biggest-selling brand, Ballantine's - said it was investigating an accidental release of spirit.
A statement said: "We are currently investigating an accidental loss on the 26th of February at our Dumbarton site, where some spirit was released to the local water treatment plant.
"There has been no release of spirit to the River Leven or any other local water course. We have informed Scottish Water and all other relevant authorities."
'Adverse impact'
A Scottish Water spokesman said: "Staff at our waste water treatment works were already aware of a problem and were working to identify the source when contacted by Chivas Brothers.
"Our trade effluent team have now visited the company to get an oversight into its failure investigation so that we can ensure all possible precautions are being taken to prevent a repeat.
"Discharging large volumes of alcohol into the sewer network can have an adverse impact on waste water treatment processes, particularly during dry, cold weather.
"We are continuing to closely monitor our Dumbarton waste water treatment works to ensure treatment has not been compromised."

EU banker bonus cap 'self-defeating'

David Cameron says regulations need to be flexible enough for UK-based banks to compete internationally
The EU's proposed cap on banker bonuses will drive business away from London, Boris Johnson, the mayor of Europe's biggest financial centre, has said.
He said the move was "self-defeating" and would at best provide "a boost for Zurich and Singapore and New York at the expense of a struggling EU".
EU officials struck a provisional deal on new financial rules overnight.
Under the deal, bonuses will be capped at a year's basic pay, but shareholders can agree to double this cap.
Top bankers and financial traders can earn bonuses multiple times their base salaries. But there has been public outrage over bonuses following the huge bail-outs of banks.
Many voters and political leaders on the Continent - as well as many economists in the UK - blame excessive bonuses in the financial sector for encouraging the risky behaviour that led to the 2008 financial crisis.
"Overall, this is a major achievement for [the European] Parliament, in curbing the culture of quick profit and irresponsible lending that has played such a pernicious role in fuelling Europe's banking crisis,'' said Sharon Bowles, a Liberal Democrat MEP.
'Worst since Diocletian'
The agreement was reached during eight hours of intensive talks in Brussels between members of the European parliament, the European Commission and representatives of the bloc's 27 governments.
The UK, which hosts Europe's biggest financial services centre, was opposed to any caps on bank bonuses and had been trying to rally other governments in the 27 countries in the EU behind its opposition to the bonus cap.

Analysis

Although a bonus that doubles your annual salary sounds pretty generous to most people, in the cut-throat world of international finance, some at the very top expect a share of the profits they make their employers, and that can sometimes be many times their basic pay.
But there are a limited number of such people. Just on Wednesday, Barclays announced plans to publish the pay bands of its 140,000 staff, only 500 of whom are thought to earn over £1m ($1.5m), although much of that is likely to be made up of bonus payments.
These proposals are also not as draconian as they appear at first sight. Bonuses are limited to a maximum of one year's pay, but that can be increased to two years' pay if shareholders agree. Many banks may well try to soften even that limit by paying far higher salaries in the first place. And they will be allowed to offer bonuses in the form of shares at discounted prices if they are paid out over several years.
But even so, there are those who fear that these proposals, intended to undermine the bonus culture that many blame for the financial crisis in the first place, may instead drive away the so-called rain-makers of the financial system. The elite performers who attract business and profits, and who can and do move easily from bank to bank and from country to country, basing themselves wherever pay and bonuses are highest.
The London mayor argued that the bonus rules would drive talent and investment away from the City to financial centres outside the EU.
"This is possibly the most deluded measure to come from Europe since Diocletian tried to fix the price of groceries across the Roman Empire," claimed Mr Johnson, adding that the decision was likely to further strain the relationship between the UK and Brussels.
Prime Minister David Cameron has promised a referendum on the UK's relationship with the EU if he wins elections due in 2015.
Reacting to the latest agreement, Mr Cameron said the EU should concentrate on tightening up banks in other ways.
"We are absolutely clear that we must be able to implement the Vickers plan in the UK, which in some ways is tougher than regulations that are being put in place in other European countries.
"We want to have this proper ring-fence between retail banks and investment banks and the rules must allow that to happen."
The Vickers plan, based on the Independent Commission on Banking report led by Sir John Vickers, is designed to keep saver and business deposits from being compromised by the more speculative activities typically undertaken by investment banking operations.
Core business
Othmar Karas, the European Parliament's chief negotiator, said: "For the first time in the history of EU financial market regulation, we will cap bankers' bonuses.
"The essence is that from 2014, European banks will have to set aside more money to be more stable and concentrate on their core business, namely financing the real economy, that of small and medium-sized enterprises and jobs."
But Joe Rundle, head of trading at ETX Capital, in London, said the cap would backfire. He told the BBC: "It will drive up fixed salaries to compensate. Businesses that do not need to be inside the European Union will leave. And when banks invest in future divisions, it will be outside the EU."
The deal paves the way for Basel III, an overhaul of banking rules.
The G20 group of rich nations had originally planned to bring in Basel III last month, but that has been delayed to January 2014.
Basel III focuses on a ratio of high-quality capital - called tier 1 - which is needed to cushion it against any future shocks. It will rise to 9% after the rules come into effect.
"This overhaul of EU banking rules will make sure that banks in the future have enough capital, both in terms of quality and quantity, to withstand shocks," said Irish Finance Minister Michael Noonan, who led the negotiations.
Once the proposals are formally agreed it will start the biggest shake-up of the banking system since the global financial crisis.
The lack of solid financial cushions meant that many banks were vulnerable, and eventually required taxpayer-funded bailouts to avoid bankruptcy.

Barclays to close 'tax avoidance' unit

Antony Jenkins Antony Jenkins announced a strategic review of operations in the light of scandals at the bank
Barclays is to close down a controversial part of its business which helps clients avoid tax, the BBC understands.
The bank will announce that part of its Structured Capital Markets (SCM) business will be axed as part of a wide-ranging strategic review.
The announcement is expected alongside Barclays' full year results on Tuesday.
The move comes as part of the bank's attempts to improve its image following a string of scandals.
Barclays was fined £290m ($450m) over the Libor-rigging scandal last year, and has set aside nearly £3.5bn to cover possible payouts related to the mis-selling of payment protection insurance (PPI) and interest rate investment products.
Barclays chief executive Antony Jenkins has tried to place more emphasis on the ethics of the bank's practices since taking over from his predecessor Bob Diamond, who resigned in the wake of the Libor scandal in July.
Last week he told MPs he was "shredding" Mr Diamond's legacy at the bank.
Mr Jenkins' strategic review of the bank, dubbed the "Transform" programme, is also expected to involve 2,000 job losses in the investment banking business.
Ethics focus
Barclays is expected to continue helping clients with their tax arrangements, but will not engage in activities where the main purpose is to avoid tax.
"There are some areas that relied on sophisticated and complex structures, where transactions were carried out with the primary objective of accessing the tax benefits," Mr Jenkins is expected to say on Tuesday.
"Although this was legal, going forward such activity is incompatible with our purpose. We will not engage in it again."
According to insiders, the closure of the tax SCM unit marks an important and significant break with the past.
At its peak it accounted for most of Barclays' investment banking revenue.
Former chancellor Lord Lawson, a member of the Parliamentary Banking Commission, last week accused Barclays of being involved in legal tax avoidance on an "industrial scale".
Barclays is also due to report the size of its bonus pool on Tuesday.
Earlier this month Mr Jenkins waived his bonus for last year, thought to be about £1m, following what he described as a "difficult" year for Barclays, and warned that others would also be cut.

'Put disabled down' councillor Collin Brewer resigns

A Cornwall councillor at the centre of a row over his remark about disabled children has resigned.
Collin Brewer had told a charity worker at an event that disabled children should be "put down" because they cost the authority too much money.
He made the comments to a Disability Cornwall member at a stall at County Hall in Truro in 2011.
Mr Brewer said it was unlikely he would be a candidate in the May elections. "I was wrong, I admit it," he said.
"I will continue to apologise," he added.
Steve Paget, the chairman of Disability Cornwall, said: "Finally he's seen sense and resigned. This situation should never have got to this stage.
"I'm publicly calling on the council to provide disability equality training for all councillors. I'm appalled it has taken this long to reach a conclusion."
Mr Brewer's comments came to light following a report by the council's standards committee after the charity made a formal complaint.

The committee ordered Mr Brewer to write an apology, which he completed.
Theresa Court, who was on the Disability Cornwall stall, said she was "absolutely horrified" when she heard the "depraved comment".
Another organisation in the county, The Foundation for People with Learning Disabilities, issued a statement saying it was "horrified".
"Such irresponsible comments will have caused enormous anxiety and distress to many thousands of individuals and their families. We welcome Mr Brewer's unreserved apology, and believe he has done the right thing in resigning."
Phil Wills from Truro, whose son Josh is severely autistic, said: "He's done the right thing. He didn't have any choice.
"In any other job, you say that sort of thing, you would get sacked or suspended."
A Facebook page called "Cornwall Councillor Collin Brewer should resign", set up in response to the council's report, attracted 3,692 supporters.
Mr Brewer said: "It's very painful. I didn't sleep last night. I probably won't sleep tonight.
"I'm not eating. I think it will live with me. It's continual regret."
